That Code Means the Driver Loaded Correctly and the Device Refused to Initialise
His enquiry names a specific code, which turns a vague fault into a precise one. A drive that powers on with a faint sound but cannot be accessed, where "I've checked the device listing and the drive appears there but with error code 10, failed to start" — and he has tried updating drivers without effect. That code is the system reporting the device's own answer, not a complaint about software, which is why the driver updates changed nothing.

The decode: what the code actually reports, and why the remedy he tried could not work
What has to happen before that code can appear: quite a lot. The device must be detected, identified, matched to a driver, and that driver must load successfully — all of which succeeded, or the system would report something else entirely.
What the code then reports: the last step failing. The driver asked the device to start and the device did not, so the system records that it cannot be started and stops there.
Why that makes it a device report rather than a software one: the system is passing on an answer. It is describing what the hardware told it, in the only vocabulary it has.
Why updating drivers cannot help: the driver already worked. Replacing a component that loaded successfully with another that will also load successfully changes nothing about the device's refusal.
Why the remedy is nonetheless the obvious one to try: the code appears in a driver-oriented listing, and the interface offers a driver update alongside it. Everything about where the message appears suggests software.
What the rotation tells us alongside it: power and the motor are fine. A drive that spins has a working supply, spindle and board sufficient to drive it.
Where that leaves the fault: between spinning and being ready. The drive must read its own configuration from a reserved region before it can report a capacity and accept commands, and it is not completing that.
Why the user content is not implicated by any of this: the reserved region is separate. A drive unable to read its own configuration has told us nothing about the state of the recording.
What is done instead of driver work: the drive is addressed through equipment that communicates in its own diagnostic modes. Its service area is read and repaired directly, which is not something any host driver can attempt.
What must not happen meanwhile: no further connection attempts and no uninstalling the device to force a redetection. Each attempt is another start-up on a drive failing during exactly that sequence.
On the bench
The start failure code was interpreted as a device-side report rather than a driver fault — its appearance requiring successful detection, identification, driver matching and driver loading, so the code records the device declining to start after all of those succeeded. Driver replacement therefore cannot address it. Stop updating drivers and stop uninstalling the device to force a redetection — each attempt is another start-up on a drive that's failing during exactly that sequence. Read the code correctly: it can only appear after the system has detected the device, identified it, matched a driver and loaded that driver successfully. It reports the final step, where the driver asked the device to start and the device declined. That's the hardware's own answer being passed on, which is why software remedies change nothing.
