The decode: why priorities change the method, and what not spinning means

Why a recovery is not simply read from beginning to end: the drive may not last. A degraded drive has a limited number of working hours, and everything captured early is captured.

Why that makes order a real decision: capacity is finite in time. Reading a terabyte of replaceable material before reaching the photographs risks spending the drive's remaining life on files he does not want.

How the wanted material is found first: from the structures. The filesystem is read early and the regions holding photographs identified, so the capture can be directed at them before anything else.
