The decode: what each state of the light reports
What illumination alone establishes: the enclosure board has power. The indicator is driven by the interface board, which lights it as soon as it receives supply and recognises a connection.
What it does not establish: anything about the drive. The board lights the indicator before it has learned whether a working drive is attached.
What flickering would have added: activity. The indicator is pulsed as data passes between drive and host, so a flicker reports commands being answered.
Why the absence of flicker is therefore the finding: nothing is being answered. A drive that never returns data never causes the indicator to pulse, however long it is left connected.
What that narrows the fault to: the drive, or the link between drive and board. The board is working — it is lighting the indicator — so the failure is on the far side of it.
Why his substitutions were worth making: they eliminated the rest. A replaced cable and additional computers remove the lead, the port and the host from consideration.
What remains within the drive: two broad possibilities. Either it is not completing its own initialisation, or it is completing it and failing to communicate.
How those are separated: by measurement rather than by connection. Current draw across the start-up cycle shows whether the motor reached speed and whether the heads attempted to position, without asking the host anything.
