The decode: two different operations that both get called formatting
What an ordinary format does: writes structures. It creates a fresh empty filesystem and marks the capacity available, leaving the previous content physically present and unreferenced — which is why so much is recoverable after one.
What an erase instruction does instead: reaches the memory. It tells the controller that whole regions are no longer needed, and the controller then blanks those cells on its own schedule.
