Most Drives That Nothing Detects Are Never Opened at All

His enquiry reasons to a conclusion that sounds inevitable and usually is not. A drive in good physical condition, undetected by any machine or tool "regardless of cables or connectors used", which leads him to think "it will need to be physically disassembled to recover" — and he asks whether that is a service offered. It is, and it is the last thing tried rather than the first: a drive that will not present itself has several possible reasons, and only one of them is inside.

The decode: what non-detection actually covers, and the order things are tried

Why his reasoning is sound as far as it goes: everything external has been eliminated. Multiple cables, connectors and hosts remove the connection and the machine from consideration.

Why the conclusion does not follow: non-detection covers several faults. A drive that does not present may have a board fault, a firmware fault or a mechanical fault, and all three look identical from outside.

What the first of those involves: the electronics. A failed component on the drive's own board prevents it responding, and is addressed at component level without the sealed part being touched.

What the second involves: the drive's own records. A drive that cannot read the reserved region holding its parameters cannot report a capacity or accept commands, and that region is repaired through diagnostic modes rather than by opening anything.

Why those two account for a great many cases: they are common. A large proportion of drives that nothing detects are recovered without ever being opened.

What the third involves, and only then: the mechanism. Where measurement shows the motor did not reach speed, or the heads attempted and failed to position, the sealed assembly is inspected under filtered air.

Why opening is held back rather than tried early: it is irreversible in one respect. Once a drive has been opened, its internal environment has been disturbed, and there is no advantage in doing that before it is indicated.

Why measurement decides it rather than judgement: current draw is unambiguous. What the drive attempts during its start-up cycle distinguishes an electronic fault from a mechanical one in minutes.

What his description of good physical condition contributes: it lowers the prior. No impact history and no visible damage make mechanical failure less likely, though not impossible.

What that means for the figure: it is not known yet, and that is the point. Work that requires opening and parts is priced differently from work that does not, which is why the assessment comes first.
