If the drive appears in Disk Management and is not making noise, you are in the territory where read-only software works. If it is silent, clicking, or vanishing on and off, you are not — and the difference matters more than any tool.
Copying off, imaging and read-only scanning cannot make the situation worse. Formatting, chkdsk, initialising, and installing recovery software onto the drive itself all can, and routinely do.
An external drive is a disk, a bridge board translating it to USB, and a power path. Two of those three are not the disk, and between them they cause a large share of the failures — which is why an undetected external so often turns out to be a healthy drive behind dead electronics.
Establishing which part failed is most of the diagnosis, and several of the checks cost nothing.
One warning first, because it is the expensive mistake: do not take the drive out of the case before it has been assessed.
WD My Passport and My Book encrypt at the bridge. The disk holds ciphertext and the key lives on the board. Remove the drive and it reports as unformatted, at which point Windows offers to initialise it.
Seagate and Toshiba are usually simpler. Most of those enclosures do not encrypt, so a healthy disk can often be read directly. Still send the case.
If it is already out, keep the case. Do not discard the board, cable or power supply even if they look dead. On an encrypting bridge that is the difference between routine and impossible.
Test the power supply on desktop units. 3.5-inch externals use a separate mains adapter, and those fail more often than the drives they power.
Try two cables, a rear port and another machine before assuming the worst. Bridge boards and sockets fail more often than mechanisms.
Decline. That message means the file system cannot be read, which is what a bridge fault or an encrypted disk out of its case looks like.
Not before assessment, and not at all on WD My Passport or My Book. Send the whole unit including cable and power supply.
